The MRV (Measurement, Reporting and Verification) system is the central mechanism for monitoring and transparency of national climate policies. It accurately evaluates Burundi's efforts in terms of emissions, greenhouse gas (GHG) reduction and resilience to climate impacts.
Why an MRV system for Burundi?
In accordance with the requirements of the UNFCCC and the Paris Agreement, this mechanism is a strategic lever for:
- Ensuring transparency Ensure the accuracy and comparability of climate data to identify national good practices.
- Enhancing national action To ensure the international visibility of Burundi ' s mitigation and adaptation efforts.
- Policy orientation Attribute quantified impacts to policies to optimize national resources.
- Mobilizing climate finance : Create a climate of confidence to attract international public and private funding through robust and verifiable data.
- Identifying needs : Identify technical and financial gaps requiring international support.
National MRV System Architecture:
As part of the implementation of its climate commitments, Burundi has initiated the establishment of a National Measurement, Reporting and Verification System (MRV). This institutional mechanism, supported by a dedicated digital portal, aims to ensure rigorous monitoring of climate action and to ensure full transparency in the production and reporting of data.
The national MRV system consists of three components:

MRV Emissions (National GHG Inventory) : This component consists of the development and regular updating of the national greenhouse gas inventory issued or absorbed within the national territory. It allows:

Systematic monitoring of emission sources;

Assessment of absorption wells;

Continuous improvement of data quality in accordance with IPCC guidelines.

MRV of Actions (Abatement and Adaptation) : This module assesses the progress made in the implementation of the Nationally Determined Contribution (NDC) and the National Adaptation Plan (PNA). It allows:

Monitoring the implementation of mitigation and adaptation measures;

Quantify GHG emission reductions;

Assess climate resilience gains;

To ensure coherence between sectoral policies and national climate targets.

- MRV of Support : This component identifies and analyses the support received to support national climate action. It contributes to better traceability of international support and assessment of its impact on the implementation of the country's climate commitments. It covers:

Climate finance;

Technology transfer;
-
Capacity-building.
This system enables Burundi to comply with the Enhanced Transparency Framework (ETF) of the Paris Agreement, while facilitating access to international climate finance through the production of reliable and verifiable data.
