National context

Sectoral actors

Stakeholders

The MRV system in Burundi is based on synergy between national institutions, technical and financial partners, civil society and the private sector. This collaboration ensures reliable, transparent and verifiable climatic data production.

National Institutions (Data carriers)

The system is coordinated by Ministry of Environment, Agriculture and Livestock (MINEAGRIA). The following institutions are the primary sources of data:

  • Burundi Office for Environmental Protection (OBPE) : Central technical implementation body. It ensures centralization of GHG inventories and monitoring of biodiversity.

  • Geographical Institute of Burundi (IGEBU) : Responsible for providing the climate, meteorological and hydrological data necessary for adaptation scenarios.

  • Institute of Agricultural Sciences of Burundi (ISABU) : Provides activity data for the agricultural sector and conducts research on emission factors specific to Burundian livestock.

  • Energy sector (REGIDESO & ABER) : Provide statistics on hydroelectric production, fossil fuel consumption and rural electrification.

  • INSBU (Ex-ISTEEBU) : The National Statistical Institute of Burundi ensures consistency with national censuses (population, livestock, industry).

  • Ministry of Hydraulics, Energy and Mines : Supervises data related to mining and major energy projects.

Technical and financial partners (TPF)

These partners support Burundi through capacity-building, technical assistance and funding for climate-structuring projects:

  • United Nations agencies : The UNDP and UNEP (support for transparency and national reporting), FAO (forest sector and agriculture), WFP and IFAD (rural resilience and food security).

  • Multilateral Financial Institutions : The World Bankthe African Development Bank (AfDBThe European Union (EU) and the European Investment Bank (EIB).

  • Climate Funds : The Global Environment Facility (GEF/GEF) and Green Climate Fund (FVC/GCF).

  • Specialised international organizations : International Union for the Conservation of Nature (IUCN) for ecosystem management.

  • Bilateral partners : German Cooperation (GIZ), the French Development Agency (AFD) and other partners supporting the implementation of NDCs.

Non-State actors

Burundi's MRV system also involves:

      • Civil Society : Local and international NGOs involved in environmental protection and early warning.

      • Private sector : Enterprises involved in renewable energy, agro-industry and waste management.

      • The Academic Environment : Universities and research centres contributing to the scientific validation of climate data.
