Capacity-building

To achieve its ambitious goals, Burundi invests heavily in human and institutional capital. Capacity building is the driving force behind our transition to transform raw data into effective public policies.

Capacity-building support received

Burundi is working with international partners to strengthen its key institutions. The table below summarizes the main current support:

Case studies and strategic successes

Two major projects illustrate Burundi's rise under the Paris Agreement:

A. Implementation of the Enhanced Transparency Framework (CBIT)

  • Objective: Compliance of the national MRV system.

  • Achievements: Preparation of a draft Climate law and a decree on the National GHG Inventory System. Draft NDC follow-up reports are now available.

B. First Biennial Transparency Report (BTR1)

  • Objective: Provide a clear picture of mitigation progress and support received.

  • Impact: This project enables us to accurately map the country's vulnerabilities and share lessons learned from our global adaptation measures.

Areas of technical intervention

Capacity building targets four key pillars for the sustainability of climate action:

Greenhouse Gas Inventory (IGES)

  • Training of experts on software IPCC 2006.

  • Control of data collection in the sectors Energy, PIUP, AFAT and Waste.

Vulnerability and Adaptation

  • Scientific assessment of climate impacts.

  • Strengthening the role of Women and youth Community adaptation projects.

CDN Monitoring and Climate Finance

  • Training on baseline scenarios and sensitivity analysis.

  • Support for fund-raising: 37 trained managers and two national entities in the process of accreditation for the Green Climate Fund (GCF).

Early Warning and Risk Management

  • Updating contingency plans in all municipalities in the country (IOM support).

  • Installation of an automated meteorological observation system (AWOS) to IGEBU for aviation.

Implementation of activities (TCNCC)

Activity State
Fund mobilization strategy FVC country programme in finalisation
Community risk management platforms Establishment in all municipalities
Climate integration in education Master in environment
Strengthening OBPE GHG training, adaptation, climate finance
IGEBU Strengthening AWOS installation, MyDewetra platform
Provincial Contingency Plans Updated
Early warning system Not yet complete
Awareness through the media CAP study with UNICEF

Participation in International Networks

Burundi actively participates in South-South and North-South exchanges to improve its technical frameworks:

  • Francophone network (Sally, Kigali, Douala) : Intensive training on climate finance and GHG projections.

  • Lusophone Cluster (Istanbul) : Monitoring of means of implementation.

  • COP clinics : Direct working sessions at global climate conferences.
