Sector Actors and Institutional Framework
Burundi's national measurement, reporting and verification system (MRV) is based on a strong institutional architecture involving both State and non-State actors. This mechanism ensures transparency, accuracy and sustainability in monitoring the country's climate commitments.
Governance and Strategic Pilotage Framework
The system is structured to ensure central coordination while delegating data collection to sectoral experts, thus ensuring national ownership at all levels.

National Coordination (Pivot Entity) The Office for Environmental Protection (OBPE) is responsible for technical management. It is responsible for the compilation of greenhouse gas inventories (GHGs), the secure archiving of data and the preparation of the Biennial Transparency Reports (BTRs).

Political Authority and Focal Point : The Geographical Institute of Burundi (IGEBU) serves as the UNFCCC National Focal Point. It validates the political compliance of reports and manages hydrometeorological alerts.

CDN Multisectoral Committee : Consisting of 26 members, this body provides inter-institutional oversight. It ensures that sectoral policies (Energy, Agriculture, etc.) are aligned with the country's emission reduction targets.

In accordance with Ministerial Order No. 710 of 2023, the collection process is decentralized. The diagram below illustrates the information circuit from suppliers to the national platform.

Energy sector
Actors Ministry of Hydraulics, Energy and Mines, REGIDESO, ABER (Rural Electricity).
Data Fuel consumption, electricity generation, mining statistics.
Agriculture & Livestock Sector
Actors : MINEAGRA (Directorate-General for Livestock, DGEREA), ISABU (Agronomic Research), INSBU (National Statistics).
Data Number of livestock, types of crops, use of fertilizers.
Forest and Land Use Sector (AFAT)
Actors : OBPE (Department of Environment and Climate Change), General Directorate of Forests.
Data : Changes in forest cover, carbon sequestration, bush fires.
Sector Industrial Processes (PIUP)
Actors Ministry of Trade and Industry, private sector enterprises (Cimenteries, Brasseries, etc.).
Data Industrial production volumes, use of chemicals.
Waste sector
Actors : Town halls and municipalities (e.g. SETEMU for Bujumbura), Ministry of Public Health.
Data : Household waste management, wastewater, biomedical waste.
Verification and Continuous Improvement
The MRV system in Burundi does not simply collect; He's checking.
